Cheryl Harrison-Lee is the CEO of Harrison-Lee Development consulting firm. She serves as the chief technical advisor for the City of Kansas City, Missouri providing expertise on the $100M Central City Sales Tax. She was appointed by Governor Kelly to establish the framework, strategic priorities and financial reporting for use of the $1.034B CARES federal allocation to the State of Kansas to address the economic and health impacts of COVID-19.

Lelia W. Allen specializes in development and strategic planning for nonprofits and public agencies. Ms. Allen has extensive managerial experience leading non-profit and public entities to expand their organizational capacity. She has achieved success receiving federal and state funding, accomplishing high performance agency objectives and engaging staff and policy makers. She was the Housing and Community Development Director for the City of Orlando, Florida where she completed $6.7 million in neighborhood stabilization projects in 18 months and managed the state and federal housing grants. Her experience includes serving as the Director of Intergovernmental Relations for the Orlando Housing Authority. Additionally, she was a gubernatorial appointee to the State of Florida Governor’s Affordable Housing Study Commission.
